lets you change various settings, such as turning the console on and off, choosing a custom map, turning cheats on and off, performance optimization options, enabling MMX support, etc. etc.... quite a lot of stuff in general. You can then save the settings in one of three slots, and set one as the default... so you could have one set of options for multiplayer, one for single player, and one for testing maps, or whatever. You can use it to make CFG files, too. The program is good for newbies who have problems with setting up .cfg files / enabling the console / etc., and makes many things easier for experienced players.
